Retiree Plan

Am I eligible for the WEBT Retiree coverage?

You must be a retiree from a participating public educational entity, city, county or other publicly funded employer.  Then you must have exhausted your COBRA coverage or turned 65 years of age.  You can not cancel your coverage and then return to the WEBT Retiree coverage.

How will I know when my COBRA has ended?

Blue Cross Blue Shield of Wyoming sends a list to us notifying us when your COBRA coverage is about to end.  We will send you our packet of information about the Wyoming Educators' Benefit Trust retiree coverage.  In the packet there will be a form for you to sign to transfer coverage and a form to withdraw the premiums from your Wyoming Retirement System account.  If you are 65 there will be a form to sign for Blue Cross Blue Shield of Wyoming authorizing coordination of benefits with Medicare. 

How often does the rate change?

The rate is subject to change every July 1.  You will receive written notice about any changes to the policy or the rate before July 1, each year.

What are the current rates for Retirees?

As of July 1, 2007 the rates are as follows:

        Under Age 60                      

            $500 Option                    $467.00 per month per person

            $1,000 Option                 $440.00 per month per person

        Age 60-64                          

            $500 Option                     $613.00 per month per person

            $1,000 Option                  $577.00 per month per person

        Over Age 65                        $263.00 per month per person

Each individual is set up on their own contract and rates are set accordingly.

What if I have Medicare?

Medicare is primary and the WEBT retiree coverage is secondary.  Blue Cross Blue Shield of Wyoming will coordinate with Medicare.

What is the Prescription Benefit?

This program requires a small co-payment for both generic and name-brand prescription drugs.  
Tier 1 drugs (covered generic drugs) require a co-payment of 30% of the cost.
Tier 2 drugs (covered listed brand name drugs) require a co-payment of $15 plus 30% of the remaining balance.
Tier 3 drugs (covered non-listed brand name drugs) require a co-payment of $30 plus 50% of the remaining balance.
Your out of pocket annual maximum for prescription drugs is $1,500, after which your prescriptions are covered at 100%

How does this compare to Medicare D?

Most of the Medicare D supplements in Wyoming have an upfront deductible and then there is a "doughnut hole" gap in the middle, where the subscriber is responsible for 100% of pharmacy charges.
Our plan does not have a deductible nor does it have a maximum annual benefit. Once a subscriber pays $1,500 out of pocket in copays for prescriptions, then the plan pays 100% for the remainder of the calendar year.

What if I have a procedure that Medicare does not cover?

If it is a procedure that is an allowable benefit by WEBT, the plan  will pay according to the benefit schedule.
