WYOMING EDUCATORS' BENEFIT TRUST (WEBT)

PURPOSE
In 1971, in an effort to provide the same medical benefits to small school districts that were already available for large districts, several school districts and the WEA formed the WEBT. At that time, the WEA agreed to sponsor the Trust. In 1994, the WEBT made a major change to a self-funded program with a Board comprised of the four WEA officers, a superintendent, business manager, school board member and a participant in the Trust who represent participating districts, and a participant retiree.

WHO IS ELIGIBLE TO ENROLL IN THE WEBT
Any school district in the State of Wyoming or qualified entity may purchase coverage for their employees, retirees, and school board members through the WEBT.

GROUP PROGRAMS
The WEBT offers Medical, Dental, Vision, Flexible Spending, Life and AD&D and Long Term Disability coverage. Each District can design their own benefit program to meet their individual district needs. Consulting services are also available to any school district or qualified entity whether in the WEBT or not.

RETIREE BENEFITS
Retirees from Districts enrolled in the WEBT self-funded medical plan whether under or over age 65 have retiree medical benefits available which include a generous prescription drug card program.  For more information please see the Retiree Section under "What does the WEBT offer" , or for more questions and answers please refer to Retiree Questions.

HOW IS THE WEBT FUNDED
Each district is given an annual premium cost. All premiums are deposited in the WEBT account and used to pay claims and administrative expenses. The WEBT itself is self-funded, and because it is purchasing administration and stoploss for a group of over 3,800 contracts, over 90% of every premium dollar paid is available to pay claims.  This provides for greater stabilization of rates over the long term.

HOW IS THE WEBT MANAGED
The collaborative board including teachers, a superintendent, a business manager, a school board member, a participant staff member, and a participant retiree manage the WEBT.

DISTRICT/ENTITY INVOLVEMENT
Each participating district, city, county, and other publicly funded employer is provided quarterly and annual reports on the financial standing of the Trust. There is an annual meeting of all districts to review the prior year's financial status. All districts are provided with their renewal premiums prior to April 1 each year. In addition to the annual meeting, district business managers are updated at least twice per year on the financial standing of the Trust and are asked to provide input into investments of reserves and renewal calculations.

ENROLLMENT AND RESERVES
The self-funded medical plan includes 14 school districts, 4 BOCES, 3 Towns, 6 Cities, 2 County, 6 other publicly funded employers, Wyoming High School Activities, WEA employees, and Retirees with a total enrollment of over 6,100 members. The reserves total over $10 million. In addition to the self-funded medical program, there are 16 districts purchasing Long Term Disability coverage, and 9 districts purchasing Life Insurance coverage through the WEBT.  For more information on Life and LTD please click on Life and LTD.

CLAIMS ADMINISTRATION
Currently the WEBT has hired Blue Cross Blue Shield of Wyoming to administer claims. The WEBT Board requires that covered members have access to the BCBS physician network in Wyoming as well as the BCBS Out Of Area Provider Network.
