WEBT has negotiated administration and stoploss fees based upon a group of 4,400 contracts. This assures each district and other participating entities enrolled in the WEBT much lower fixed costs than the District/Entity could negotiate on their own.

Over time public educational entities, cities, counties, and other publicly funded employers will eventually fund the majority of their claims costs no matter what type of funding arrangement is used. Therefore the goal of the WEBT is to make sure that the Fixed Costs for Administration and stoploss are no more than 10% of total funding leaving at least 90% of every premium dollar paid by the district/entity to pay claims.
